Freedom Schools® Summer Program


This program provides summer and after-school enrichment that encourages and motivates youth to develop a love for learning and exploration.

P.O.W.E.R. Program


The UPO P.O.W.E.R. program (Providing Opportunities with Educational Readiness) nurtures and prepares youth for the academic rigors of higher education.

Family Services

Foster Grandparent Program


UPO provides volunteer opportunities for persons 55 years and older to work one-on-one and in small groups with children in educational and social service settings.

Parent Coordinator Program


The PCP is a collaborative effort between UPO, the DC Court System, psychologists, and the local universities to assist families in negotiating child support and custody disputes.

Job Training & Placement

UPO offers a portfolio of industry-based occupational training focused on entry to midlevel career opportunities, soft skill and job-readiness training, job placement, and assistance services.

UPO Workforce Institute

The UPO Workforce Institute offers educational and occupational training to eligible D.C. lower income residents, and to the general public under a published tuition rate.

Building Careers Academy

The Building Careers Academy teaches students the skills necessary to secure employment in the high-demand areas of construction and the growing field of weatherization.

Training & Certification Courses

UPO offers state-certified training courses that equip low-income D.C. residents with valuable workforce skills, placing them on a pathway to employment.

Housing Assistance

UPO provides comprehensive assistance to persons who want to rent, buy or already own a home, and who seek to be responsible renters, buyers and owners.

Lead Safe Program

The Lead Safe Washington program identifies and controls lead-based paint hazards in eligible single and multi-family properties.

Home Improvement & Weatherization Services

The UPO Weatherization Operations Unit, through a contractual agreement with the DC Department of Environment, provides energy efficient measures for qualified low-income District of Columbia residents.

Foreclosure Prevention

UPO is a HUD-approved Housing Counseling Agency that provides foreclosure prevention counseling free of charge to borrowers in distress.

Rental Assistance

Many of those who seek rental assistance look to UPO's Tenant Purchase Program and Emergency Rental Assistance Program (ERAP).


UPO helps to revitalize the circumstances of distressed families and individuals, and connects the local homeless with the assistance they need to move forward.

Shelter Plus Care

The Shelter Plus Care program provides case management and supportive services to homeless families recovering from substance abuse or that have a diagnosis of HIV/AIDS.

Shelter Hotline

The UPO Shelter Hotline provides outreach, transportation, information, and referral services to the homeless population located within the District of Columbia.

Income Tax Assistance

Our Volunteer Income Tax Assistance (VITA) volunteers and staff provide free tax preparation services to D.C. residents earning less than $35,000 and families earning less than $51,000.

Financial Literacy Program

UPO teaches the importance of good credit, budgeting, and goal setting. Participants receive free credit reports and one-on-one credit counseling as the initial step to financial management.
